This is a sterling silver ring from the ABS line by Allen Schwartz. This is a large, heavy statement piece featuring a large blue rhinestone (I'm not sure exactly what the stones are but I think they are rhinestones). The piece is characteristic of the brand's bold, "red carpet-inspired" fashion jewelry style. It is missing two stones but they could easily be replaced and still looks cool without them. It is only marked ABS but it has been tested and is sterling silver. It is a size 7-7.25 and weighs over half an ounce (17.25 grams)
